Today marks the third day of the Monsoon Session of the Uttar Pradesh Legislative Assembly. Before the proceedings began, Assembly Speaker Satish Mahana expressed deep displeasure and disappointment over the conduct of the opposition. He stated that while he has consistently endeavoured to uphold the dignity of the Assembly and its members over the past four and a half years, the events that unfolded in the House on Tuesday deeply hurt him. He said he had been trying to change the long-standing public perception of the legislature and legislators.

Speaker Expresses Deep Disappointment

He stated that over the past four and a half years, the opposition had followed the tradition of presenting its views, voicing its stance from time to time before walking out of the House. However, he said he was deeply disappointed by what transpired on Tuesday. The Assembly Speaker remarked, 

“Yesterday, I was hurt by a member whom we considered a role model.”

“This is extremely disheartening. I will have to consider whether or not I am worthy of this chair, whether the efforts I have made over the past four and a half years were appropriate or not. I will reflect on this and make a decision soon.”

 

Opposition Protest Creates House Chaos

Unprecedented scenes unfolded during the Monsoon Session of the Uttar Pradesh Legislative Assembly on Tuesday, as the opposition raised loud slogans over the alleged theft of offerings at the Ayodhya Ram Mandir. Amid the commotion, Samajwadi Party MLA Sachin Yadav was suspended for the entire session due to unparliamentary conduct, prompting opposition members to rush towards the Well of the House and stage a strong protest.

Against this backdrop of aggressive opposition protests and intense uproar, the Yogi government tabled a supplementary budget of ₹59,000 crore in the House.

Government Faces Internal Opposition

Meanwhile, the government faced a major rebellion within its own ranks as BJP MLAs and allied parties openly opposed the ‘Nazool Land Bill’. 

Understanding Nazool Land

Nazool land refers to government-owned land that was confiscated from kings, nawabs, or rebels during the British Raj. After Independence, the Indian government took ownership. For decades, the government leased this land to individuals and private institutions for long periods (often 30 to 99 years) for housing, shops, and schools.

Senior BJP MLAs (like Siddharth Nath Singh and Harshvardhan Bajpayee) and key NDA allies (like Anupriya Patel of Apna Dal) openly opposed the bill. Their concerns include possible Mass Displacement, Loss of Public Trust and Political consequences.

Deeply hurt by the breach of the House’s decorum and the conduct of senior leaders, Assembly Speaker Satish Mahana became emotional during the proceedings. On Wednesday, he spoke about introspecting whether he should continue in the role of Speaker and indicated that a major decision would be taken soon.
