In a significant move aimed at safeguarding the integrity of national examinations, the Government of India has temporarily restricted access to the Telegram messaging platform across the country until June 22, 2026. The decision was taken by the Ministry of Electronics and Information Technology (MeitY) under Section 69A of the Information Technology Act following recommendations from the National Testing Agency (NTA).
Move Comes Ahead of NEET-UG Re-Examination
The restriction comes just days before the scheduled NEET-UG 2026 re-examination on June 21. Authorities believe the platform has been increasingly used by organized cheating networks to spread misinformation and create false claims of examination paper leaks, potentially misleading students and the public.
NTA Raises Concerns Over Message Editing Feature
According to the NTA, Telegram's message-editing feature has been at the center of the controversy. The agency alleged that certain groups manipulated old messages by editing them after examinations had concluded and inserting question papers into those posts. Since the original timestamp remained unchanged, the altered messages appeared to be evidence that exam papers had been leaked before the test.
Message Editing Disabled Until June 30
To address this issue, the government has not only restricted access to Telegram but has also directed the platform to disable its message-editing feature in India until June 30. Officials said the measure is intended to prevent the fabrication of misleading content and curb the spread of false narratives surrounding examination security.
NTA Welcomes Government Action
In an official statement, the NTA welcomed the government's decision, describing it as a necessary step to maintain public order and protect the interests of lakhs of students appearing for the medical entrance examination. The agency stated that the restrictions were introduced in response to the organized use of the platform by cheating rackets attempting to defraud candidates and undermine confidence in the examination process.
Previous Measures Failed to Deliver Results
The NTA further expressed gratitude to MeitY for its timely intervention ahead of the re-examination. It noted that the restrictions were imposed only after other remedial measures had failed to produce the desired results. These included content takedown efforts coordinated through the Indian Cyber Crime Coordination Centre (I4C), which, according to the agency, did not achieve sufficient platform-level cooperation.
Restrictions Described as Temporary Measure
Officials emphasized that the restrictions are temporary and have been implemented solely to ensure a fair, transparent, and secure examination environment. Access to Telegram is expected to be restored after June 22, while the suspension of the message-editing feature will remain in effect until the end of June.
