A government revenue inspector who allegedly issued a false income certificate to the daughter of the now-suspended Karnataka Public Service Commission (KPSC) chairman to facilitate her appointment to government service earlier this year was denied anticipatory bail by a Bengaluru court on Tuesday.

The suspended KPSC chairman, Shivashankrappa S. Sahukar, reportedly drew a monthly salary of Rs 2.25 lakh, while his family was shown to have an annual income of just Rs 40,000. The revenue inspector who allegedly issued the certificate is now facing the possibility of arrest.

Alleged Fake Certificate Used For KPSC Job Appointment

The allegedly fake certificate was prepared for Sahukar’s daughter, Suma Sahukar, who was applying for a government job in the state’s Industries and Commerce Department under the Other Backward Class (OBC) category.

On September 8, the revenue inspector accused of issuing the fraudulent income certificate sought anticipatory bail. Public prosecutor Basavalingappa Bistagond said the court rejected the plea on Tuesday.

Using the allegedly fraudulent certificate, Suma was selected by the KPSC for the post of industrial extension officer under the OBC quota.

Suma applied under the OBC III B category, took the recruitment examination in July 2025 and was selected in January 2026, according to the First Information Report (FIR) registered on July 10. B N Shoba, an assistant secretary at the KPSC, stated that the commission had invited applications for 50 posts of industrial extension officers in March 2024.

During document verification in February, the candidate allegedly presented the income certificate.

Sahukar’s Salary Details And Suspension As KPSC Chairman

According to the FIR, the records also showed that the candidate was the daughter of Sahukar, who joined the KPSC on September 3, 2019, and was drawing a monthly salary of Rs 2.05 lakh. On April 5, 2021, Sahukar was appointed chairman and was drawing a monthly salary of Rs 2.25 lakh.

In view of the allegations, Sahukar was suspended as KPSC chairman on August 25 by Karnataka Governor Thawarchand Gehlot.

During the September 7 hearing of an anticipatory bail plea filed by Sahukar in a separate KPSC recruitment fraud case related to the hiring of veterinary doctors, the Karnataka High Court also made strong observations about the alleged fraudulent recruitment of the then-KPSC chairman’s daughter.

While rejecting Sahukar’s anticipatory bail plea on September 7, the High Court stated, “It is also brought to the notice of this Court that daughters of the petitioner earlier managed to get appointment/selection in some other competitive examination conducted by KPSC by producing concocted and fraudulent documents in favour of their candidature.”

According to the High Court, “such frauds by the authorities concerned erode the public’s faith in the system and result in unrest among meritorious youth who are denied opportunity due to the fraud played by the authorities concerned in collusion with the non-meritorious undeserving candidates and other middlemen, for extraneous reasons.”
